Chipseal vote questions

July 15th, 2016

Many questions are coming into the Board which the Board does not have the power to answer. They are questions that can only be answered by the members of the Association who are current in their payments. Among them are the following, some of which we can supply answers for.

Q. What happened to a proposal to charge everyone an equal amount?

A. The proposed in the numbers are in keeping with the current RMA Agreement. At the last Annual Meeting this was the proposal submitted by the Board and it follows the breakdown in the RMA. This is the proposal the Board said they would submit for the vote.

Q. Does this preclude a change in how the assessments are done?

A. If at this year’s annual meeting someone wants submit a motion for an equal assessment plan, they can make it. If a majority of the current dues paying members vote for this it would be sent out to all current members who are current on their assessments for a vote. If approved that would be the new plan.

Q. Why can’t this be decided at the Annual Meeting?

A. Because this is a special assessment vote, the vote needs to be submitted to all current dues paying members of the Association.

Q. What if I can’t pay the assessment because of hardship?

A. The current dues paying association members will have to come up with a plan to deal with this. The Board suspects that we will have to obtain funding to complete the project, which will incur an interest payment.  The proposal will be to allow for monthly payments at the same interest rate as the loan, but this would have to be approved by the membership.

Q. Happens if only Option 1 or Option 2 only get approved?

A. A vote would first have to sent out those in the remaining sections to see if they want their areas  Chipsealed. If the vote is yes, the Board will have to put in place a budget that meets the request and the budget would need to be voted on by the membership. What people are failing to realize is that if we don’t chipseal the entire road, maintenance costs are still going to go up to cover the yearly maintenance costs for the additional areas.  We have had to delay ditching,        mowing and additional rock just to do the routine maintenance. This needs to be done this fall along with more rock in Region A and C.

Q. Why was there no breakdown of costs in the mailing?

A. This issue has been discussed over the last four years at the Annual meeting. The numbers have always been presented and they are currently on the web site. Lack of participation in the  Annual meeting should not put a burden on the rest of the association.

Q. Why didn’t we do the vote before we graded so that the summer people can see what the year around residents have to put up with?

A. Regardless of when we sent out the vote the questions would always be the same. For purposes safety and considering the dust during the summer, we need to grade when we do.  Yes the road is always bad for those of us here year around but the can improve it by either chipsealing or increasing membership assessments.

Don’t forget your vote must be received by August 15 to be counted.
